I will be sitting for the RAE this 29 Nov 2006. I am quite confident I will pass. So I will be looking for sets to buy. Since I have limited budget, I would like to know if the units offered for sale are approved by MCMC and AP have been obtained prior to their importation.
I can afford to have my new bought sale confiscated.
I hope I am not offending anybody, just curiosity.

Off hand... I would say that most rigs in Malaysia lack an AP. I have tried doing it legally. It does not work.

PRoblem starts with Sirim. Seems they dont recognize MCMC. My AP is still stuck there. A few of us kena.

In any case... by the book. Get your ticket then get your radio. If you want a legal set.. let us know here how you did it. Esp if you get a HF capable rig.

Saja buat renungan kita semua atau pada sesiapa yang nak beli rig secara legal
atau sah pada mata kerajaan.

Bermula petang semalam, tergerak nak pergi ke Sirim untuk dapatkan JK 69 atau
pengecualian cukai semasa proses bawak masuk rig dari Singapore. Berlaku sedikit
pertengkaran semasa soal jawab kenapa dan pasal apa. Semuanya bermula bila
disebut saya terpaksa bayar rm 181 untuk satu 'ap' walhal apa yang diberitahu
olih MCMC jika kita membawa masuk salah satu model yang telah senaraikan apa
yang kita perlu bayar hanya rm 30.00.

Saja bagi gempak kenapa rm 181 kenapa tidak rm 30 pada pegawai tu. Bunyinya
sama masa dulu-dulu waktu Sirim masih rabun yang mana lesen Whiskey pun dulu
saya ada beli HF dari Singapore! Jadi bertegang uratlah konon-konon yang mana
saya ada beritahu pegawai tu ada baiknya saya seludup saja dari bayar rm 180,
sebab apa yang diberitahu hanya rm 30.00. Katanya terpulanglah pada encik.

Dipendekkan cerita dari apa yang diberitahu dari pegawai tu antara lain
walaupun dengan cermin mata yang di hadiahkan olih MCMC yang mana sekarang Sirim
tidaklah sebuta dulu........

Senarai jenis yang dikeluarkan tu hanyalah sebagai panduan. Kita sebagai
peminat radio amatur hanya dibenarkan membawa model itu saja. Jadi kalau model
tu dah jadi obselete dan MCMC masih mimpi kita kenalah beritahu jepun tu buat
balik model yang dah ketinggalan zaman. Seperti kita tahu banyak model baru yang
lebih canggih dan lebih murah dari model terdahulu.

Rm 30 yang digembar-gemburkan tu memang betul tapi itu hanya untuk
mengeluarkan borang JK 69. Lagi rm 180 + 1 tu adalah untuk tujuan pemeriksaan
atau certification dari Sirim. Dan inilah yang perlu kita sama-sama lihat dimana
logiknya sedangkan satu dunia mengiktiraf yang model kegunaan amatur adalah
amatur saja. Saya ada tanya pada pegawai berkenaan;
1. Kalau saya tak hantar balik ke Sirim untuk pengesahan macam mana, dia kata
bolih tapi radas tersebut tidak diiktiraf oleh Sirim.
2. Jika Sirim diujudkan untuk tujuan pengiktirafan sapa pakar tu dan bolih ke
tujuk segala testing equipment tu sebab barang ni mahal kalau rosak macam mana.
Jawapan dari Sirim sangatlah menyedihkan lagi mengaibkan. Dia kata testing
equipment takde apa lagi pakar jauh sekali!!!!!!!!!! Tujuan untuk dihantar balik
selepas pengimpotan itu hanyalah semata-mata untuk ditampal STIKER yang mana
radas itu telah di sahkan dan diiktiraf!

Kesimpulan dari tragik sedih ini. Kalau ada sapa-sapa nak beli rig tak
payahlah susah-susah pergi Sirim buatlah apa yang dipikir manasabah. Rm 180 tu
kekadang nampak mahal tapi tak ini memang tak patut. Jangalah bermurah hati nak
bayar 151 untuk sekeping sticker.

Import of New Radios

In the past, amateur radio operators in Malaysia lacked of guidelines on purchasing radios. Discussions between MCMC, SIRIM Bhd, and MARTS have drawn up a set of procedure to obtain import license or better known as Approved Permit (AP). The society advocates that all members should enjoy this privilege of operating with radios. Further more, the sets can be imported free of duty.
As you know, amateur radio transceivers used by hams have to be imported through the proper channel and method. Some of us may still not know how we can purchase a radio which has been approved for our use with the proper permit.
SIRIM was charging RM150 for the AP of each amateur radio transceiver, and RM30 for the processing of the application.

In early 2005, MARTS Council Member for Public Relations & Publicity, Dato' Muhammad Ismail, 9W2IL, and the MCMC regional representative got together with SIRIM to discuss the issue of the fees to be charged.
The following outcome which resulted much to our benefit came about. Listed below is how a ham with a valid Apparatus Assignment certificate can apply and import a radio:
1. Fill in Borang JK 69 (Pin 1/2000) form (this customs import form can be purchased from the government printer or some bookshops).
2. Follow the list of approved radios as published in the MCMC website on Amateur Radio Equipment List.
3. Include photocopies of:
1. Applicant's Apparatus Assignment certificate
2. Applicant's identification (eg. identity card, passport)
3. Brochure/catalog of the intended radio to be purchased/imported
4. Submit to the nearest SIRIM office. There will be no import license (AP) fee charged, and the applicant has to pay only the RM30 processing fee. Approval can be obtained within the same day, or next working day.
5. With the AP, the applicant can either import or carry the radio in to the country. Clearance with the customs will be done with the showing of the SIRIM's AP.
Note: It is of the understanding that the import of the radio will be used solely by the importer/applicant, and not for resale purpose. Should an importer wish to sell/present the said imported radio to another ham, accompany the sale with a transfer note and a photocopied of the AP to the new owner. Amateur radio transceivers are to be used on amateur radio bands by radio amateurs who posses the valid Apparatus Assignment certificates issued by MCMC.

The above is ONLY applicable for the importation of equipment which is on the approved list by MCMC.
The list is as old as my grandfather.The models are no more on sale.So how do we import a newer model ?
Many of us know JK 69 but do we know Borang Kelulusan Khas issued by SIRIM. If the administrator of this blogspot have not heard about it, it it time to visit SIRIM.

We dont tell the future hams to break rules by telling them to buy smuggled rigs offered for sale here.Dont let then start on the wrong foot.
